USCG Base Portsmouth Elevator Maintenance & Inspection Services (5-Year Contract)

The U.S. Coast Guard Base Portsmouth is seeking contractor support for comprehensive elevator maintenance and inspection services over a five-year period. - Government Buyer: - U.S. Coast Guard, Base Portsmouth, Facilities Engineering Division - OEMs and Vendors: - US Elevator (Ascension 2000 model) - Dover Elevator (Oildraulic DMC-1 model) - Products/Services Requested: - Monthly maintenance and inspection for two elevators: - US Elevator Ascension 2000 at C5ISC - Dover Elevator Oildraulic DMC-1 at UPH (Barracks) Building - Annual third-party certification inspections for both elevators - 24/7 emergency response and troubleshooting services (repairs contracted separately) - Coverage of travel costs for troubleshooting calls (estimated $1,000 annually) - Unique or Notable Requirements: - Contractor must comply with OEM specifications and ADA standards - Compliance with OSHA and EPA regulations is mandatory - Security protocols include RAPIDGate registration for base access - Firm-Fixed Price contract with a base year and four option years - Evaluation based on technical capability and price - Site visit coordination required for interested parties

Description

The U.S. Coast Guard requires contractor support in providing monthly elevator maintenance/inspection and annual inspection for one (1) US Elevator Ascension 2000 model located at C5ISC and one (1) Dover Elevator Oildraulic DMC-1 model located at the UPH (Barracks) Building. Both buildings are located onboard USCG Base Portsmouth located at 4000 Coast Guard Blvd Portsmouth, VA 23703. The government anticipates awarding a Firm-Fixed price purchase order resulting from this solicitation with the anticipated period of performance, which is subject to change prior to award:

Base Year: 9/25/26 - 9/24/27 Option Year One: 9/25/27 - 9/24/28 Option Year Two: 9/25/28 - 9/24/29 Option Year Three: 9/25/29 - 9/24/30 Option Year Four: 9/25/30 - 9/24/31

The Government will award a purchase order resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Quotations will be evaluated in an efficient and minimally burdensome fashion. The Government will evaluate the quotations submitted against the following evaluation criteria:

1. Technical Capability 2. Price

For all interested parties, a site visit will be held a USCG Base Portsmouth located at 4000 Coast Guard Blvd, Portsmouth, VA 23703 on 9/16/26 at 10:00 AM Eastern Time. To attend the site vist, please coordiante with Frank Burton and DC1 Pena to ensure proper Base access forms are completed and submitted timely. Failure to properly visit the site does not constitute grounds for an increase in cost or time during performance of the contract if the information gained that could have been identified during the site vist.
