NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Marianas, part of the Department of Defense, is seeking qualified firms for a turnkey supply and installation of modular in-plant warehouse office units at Naval Base Guam. - Government Buyer: - Department of Defense - NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Marianas - Products Requested: - Four (4) prefabricated modular office units - Minimum 8'x20' footprint - Pre-wired, insulated, multi-layered panels (3-inch, STC 35 acoustic rating) - R-13 wall and R-19 ceiling thermal resistance - Factory-applied washable interior finish - Commercial-grade vinyl flooring - ADA-compliant insulated steel doors with keyed lever locksets - Double-pane tempered safety glass windows - Integrated LED lighting - Factory-installed 100-Amp electrical distribution panel - Four (4) office desk sets - 60" W x 30" D x 29-30" H, heavy-duty steel frame, high-pressure laminate, locking file-drawer pedestal - Four (4) ergonomic office chairs - Mid-back swivel, adjustable height/tilt lock, five-star castered base, lumbar support, adjustable armrests, commercial-grade fabric/mesh, ANSI/BIFMA certified - Services Requested: - Ocean and ground freight transport, offloading, and indoor staging - Complete mechanical erection, alignment, sealing, and cleanup (no welding) - Connection of factory-installed electrical systems up to main lug panel - Unique Requirements: - All work must be completed within 45 days after contract award - Strict base access and safety requirements - Assembly indoors on existing concrete slab - Non-welded mechanical erection - Office furniture must meet ANSI/BIFMA standards - No specific OEMs or brands are named; capability statements are requested from interested firms.

Description

1. Introduction

The purpose of this Sources Sought is for planning and market research purposes only. This is not a solicitation, request for proposal (RFP), request for quote (RFQ), or invitation for bid (IFB), nor a synopsis of a proposed action under FAR Subpart 5.2.

The purpose of this notice is to conduct market research to determine the availability, interest, and technical capability of qualified business concerns—specifically Small Businesses, Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone Small Businesses, Women-Owned Small Businesses (WOSB), and SBA 8(a) Program Participants—to perform a turnkey commercial supply and installation contract at Naval Base Guam.

2. Scope of Requirement

The Government requires a qualified Contractor to furnish all labor, supervision, materials, tools, equipment, and transportation necessary to deliver, offload, and assemble four (4) pre-wired, insulated modular office units inside an active, unconditioned warehouse facility at Naval Base Guam (NBG)

3. Capabilities Statement Requirements

3.1 Interested firms are invited to submit a capabilities statements, no more than five (5) pages, demonstrating the firm’s ability to meet the Draft Performance Work Statement requirements.  Capability statements should include the following information:

Company Name and Cage Code. Company point of contact, phone number, and email address. Business Size Standard & Socio-Economic Status under NAICS 332311 (e.g., Large Business, Small Business, SBA 8(a) certified, HUBZone, SDVOSB, WOSB). Contract Vehicles: Identify if these items/services are available on any active Federal supply schedules (e.g., GSA MAS, NASA SEWP, or other Government-Wide Acquisition Contracts).

3.2 Technical Capability & Experience

provide a brief summary (1–2 paragraphs) of your firm's capability to deliver prefabricated modular administrative offices that meet or exceed the performance parameters listed in Section 2 A brief description of your logistics and delivery plan specifically to Guam.  Past Performance: Provide up to three (3) examples of similar projects completed within the past five (5) years that demonstrate experience in procuring, shipping, and installing modular buildings inside active warehouse facilities. For each project, please include: Client Name (Federal, State, Local, or Commercial) Contract Number and Dollar Value Brief description of the scope of work and installation timeline Point of contact (Name, email, and phone number)
