Description
The Federal Emergency Management Agency (FEMA), Region 6, is issuing Request for Proposal (RFP) No. 70FBR626R00000016 for the FEMA Region 6 Federal Regional Center (FRC) Ground Level HVAC and Roof Replacement project located at 800 N. Loop 288, Denton, Texas 76209.
This requirement is for a firm-fixed-price construction/repair and alteration project. The scope includes removal and replacement of approximately 3,000 square feet of roof membrane and insulation, installation of new roofing materials and drains, removal and replacement of rooftop HVAC units, HVAC ductwork and electrical connections, integration with the existing Metasys system, testing and balancing, disposal of old materials, cleanup, and required closeout documentation. The work shall be performed in accordance with the solicitation, Statement of Objectives, Davis-Bacon wage determination, and all applicable attachments.
NAICS Clarification: SAM.gov may display NAICS 238990, All Other Specialty Trade Contractors, due to a posting limitation. Offerors shall disregard NAICS 238990 for this solicitation. The solicitation documents reference NAICS 236220, Commercial and Institutional Building Construction, in Block 10 of the SF 1449, and NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors, in Section K and Attachment B. Offerors are responsible for reviewing the solicitation, including any amendments, and maintaining current SAM.gov representations and certifications supporting eligibility under the applicable NAICS code and size standard.
Offerors shall review the solicitation package carefully and submit proposals in accordance with Section L, Instructions, Conditions, and Notices to Bidders.
Offerors are reminded that all required deliverables, completed forms, representations/certifications, price schedules, technical proposal materials, and solicitation attachments must be submitted with the proposal as required by the solicitation. Failure to submit all required documents, attachments, certifications, or proposal volumes may result in the proposal being determined incomplete or ineligible for award consideration.
At a minimum, proposal submissions shall include the following, as applicable:
Completed SF 1449, including required offeror information and signature blocks. Technical Proposal, Volume 1. Business/Price Proposal, Volume 2. Completed CLIN pricing spreadsheet, Attachment E, in Microsoft Excel format. Statement of Contractor Assurance, Attachment C. Any required representations, certifications, and responsibility information. Documentation addressing all evaluation factors in Attachment B and Section M. Any required project schedule, staffing information, relevant experience, past performance information, safety/quality control information, and other required supporting documentation. Any other documents or attachments required by the solicitation.
The Government intends to evaluate proposals using a Best Value Tradeoff approach. Non-price factors, when combined, are more important than price. Price will be evaluated for fairness, reasonableness, and balance but will not be assigned an adjectival rating.
The site visit took for this opportunity took place on Wednesday, September 9, 2026, at 10:00 a.m. Central Time at the FEMA Region 6 Denton Campus.
