This opportunity from the USDA Agricultural Research Service at the Beltsville Agricultural Research Center (BARC) seeks qualified contractors for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to maintain and repair emergency power supply systems (EPSS), including generators, automatic transfer switches (ATS), and manual transfer switches (MTS). - Government Buyer: - USDA Agricultural Research Service (ARS), Acquisition and Property Division, NEA Facilities Division, Beltsville Agricultural Research Center (BARC) - Products/Services Requested: - Scheduled preventive maintenance for 80 EPSS units (generators, ATS, MTS) - Includes quarterly, biannual, and annual inspections, load bank testing, and reporting per NFPA 110 and UFC standards - Unscheduled/reactive maintenance and repairs for EPSS components - Covers battery, fuel pump, injector pump, water pump, block heater, radiator hose, fuel line, starter, actuator, controller battery, digital module, membrane panel, and digital display - Unscheduled repair services for 125 KW generators and other generator types - Manufacturer-specific maintenance and repairs to meet performance standards - OEMs and Vendors: - No specific OEMs or generator brands are named; maintenance must be performed to manufacturer standards - Unique/Notable Requirements: - Contractor must have at least 10 years of relevant experience - Detailed reporting, adherence to NFPA 110 and UFC 3-540-07 standards - Compliance with safety and environmental regulations - Quality assurance surveillance and coordination with BARC personnel - Wage rates and fringe benefits governed by Service Contract Act Wage Determination - Contract Structure: - IDIQ contract with a one-year base period and up to four option years - Minimum order of $200, maximum ceiling of $1,000,000 - Initial inspections and unscheduled repairs must begin within 15 days of award - No part numbers or specific generator models are provided; all maintenance and repairs must be manufacturer-specific.

Description - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and separate written solicitation will not be issued. Solicitation number 1232SA26Q1346 is issued as a Request for Quotation (RFQ) for Generator Maintenance.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 561210The small business size standard is $47M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

In order to be considered for award VENDORS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Attachment 1- SF-1449 with blocks 17a, 30a, 30b, and 30c filled completely. Submit Attachment 4- Price Schedule Submit Past Performance References- Please see Attachment 6- Past Performance document for what is required. Submit Sam.gov Unique Entity ID (UEI) with quotation. Submit Capability Statement and/or technical documentation showing technical capability to meet or exceed ALL Performance Elements in the Performance Work Statement.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further consideration.
