Description

1. Description of Requirement

The 166th Airlift Wing, Delaware Air National Guard, intends to issue a firm-fixed-price task order on a noncompetitive basis to Veteran Equipment Sales LLC (VES), the manufacturer of the Government-furnished equipment (GFE), for the installation, integration, testing, startup, training, and commissioning services of a GFE VES heated semi down-draft aircraft paint booth system with attached mixing room at the Nose Dock Repair Facility.

Additionally, as an option line item, funding dependent, the contractor shall provide all labor, supervision, transportation, tools, equipment, materials, supplies, factory-certified personnel, and incidental services necessary to install, integrate, test, startup, train Government personnel, and commission a Government-furnished VES NIOSH-Compliant Personnel Air Shower.

The Government-furnished equipment includes:

VES Personnel Air Shower: VES Part Number 965-100-001, National Stock Number 4460-01-698-7874 VES Paint Booth System: VES Part Number PB-100-000, National Stock Number 4940-01-707-5264

The Government is currently constructing a new fuel cell to house the equipment. Consequently, the contractor's installation schedule may be dependent upon the progress and completion of the Government's construction activities.

2. Manufacturer Certification and Warranty Requirements

VES has advised the Government that third-party installers may perform installation only if the installers have been factory-trained and certified by VES prior to performing installation work. Each certified individual must possess written certification signed by the President of VES confirming the individual's qualification. 

VES further requires that, regardless of the installer's certification status, a VES factory-trained and certified field engineer must be present on site to supervise installation and perform startup and training in order to maintain the manufacturer's warranty. 

Because the requirement involves installation, integration, testing, startup, training, and commissioning of VES-manufactured equipment, the Government must ensure that the contractor can satisfy all applicable VES factory-certification, supervision, startup, training, and warranty requirements. 

3. Intent and Capability Submission Instructions

Based on the information presently available to the Government, VES is the intended source for this requirement. However, the Government is seeking information from other responsible sources to determine whether there are qualified sources capable of performing the complete requirement while satisfying the manufacturer's requirements. 

Interested sources are invited to submit information demonstrating their capability to perform the complete requirement. Responses from sources other than VES shall provide sufficient information for the Contracting Officer to determine whether the respondent can satisfy all requirements. At a minimum, respondents should identify:

 Their relationship or authorization status with VES Their ability to provide VES factory-trained and certified personnel to perform the installation Documentation demonstrating applicable VES factory certification signed by the President of VES Their ability to provide or coordinate the required VES factory-trained and certified field engineer to supervise installation and perform startup and training Their ability to install, integrate, test, start up, training Goverment personnel, and commission the Government-furnished VES equipment Their ability to satisfy all applicable VES manufacturer requirements necessary to maintain the equipment and equipment warranty

Responses should clearly demonstrate the ability to perform the entire scope of work, including all required labor, supervision, transportation, tools, equipment, materials, supplies, factory-certified personnel, and incidental services.
