Description
Department of the Interior (DOI) - Philadelphia MABO on behalf of National Park Service (NPS) - Valley Forge National Historical Park (VAFO) has a requirement for a single contractor that is registered in SAM.gov to provide licensing, software support, and maintenance of the Siemens intrusion/access control system located at the Valley Forge National Historical Park Visitor Center. The requirement also includes support for employee Personal Identity Verification (PIV) card access used to control entry through designated secure doors within the facility. The Government intends to award a sole source contract to Siemens Industry, Inc., as the existing Visitor Center security and alarm system is a proprietary Siemens system that was installed as part of the recent building rehabilitation project.A determination not to compete this proposed contract was made pursuant to the Revolutionary Federal Acquisition Regulation (FAR) 12.102 (a), "For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision."VAFO has an immediate need for the licensing, software support, and maintenance of the Siemens intrusion/access control system.Siemens Industry Inc., has been identified through Market Research as the only vendor that can provide the service, as the security and alarm system is proprietary and they are registered in SAM.gov.The Government intends to use Revolutionary FAR Overhaul Part 12 as mandated by the DOI. This requirement will be unrestricted, as Siemens Industry Inc. is not a small business concerns, and will be awarded under the North American Industry Classification System (NAICS) Code: 513210 - Software Publishers, $43 Size Standard.This notice of intent is NOT a formal solicitation or request for competitive proposals. NO solicitation document is available and telephone requests will not be accepted. NO award will be made on the basis of quotations or offers received in response to this notice.Interested parties may submit their interest and capabilities no later than Friday, September 11, 2026, 5:00 PM Eastern Time.
