Description
The Mission Installation Contracting Command (MICC), Fort Campbell intends to procure one (1) commercial sludge truck. This procurement is a 100% Total Small Business Set-Aside.
Innovative Solicitation Strategy (RFO 12.201(d)):
To reduce administrative costs, improve opportunities for small business concerns, and execute this commercial acquisition efficiently in a rapidly moving market, the Government will utilize the innovation flexibilities authorized by RFO 12.201(d).
The Government will not post a formal, written Request for Quotation (RFQ) (e.g., SF 1449) to SAM.gov. Instead, the Government will utilize a Hybrid Oral Solicitation.
Instructions to Interested Vendors:
Review Salient Characteristics: Interested small business vendors must review the attached "Salient Characteristics" document detailing the minimum technical requirements (e.g., tank capacity, chassis class, pump specifications).
Oral Quotation Phase: Following this notice and review of the Salient Characteristics, the Contracting Officer will contact interested vendors by telephone and/or email on Friday, 11 September 2026 to obtain oral price quotes, confirm delivery timelines, and verify the specific make/model of the commercial vehicle offered.
Award: A formal written Purchase Order will be issued to the small business concern offering the lowest price, technically acceptable vehicle available within the required delivery timeline.
