INDUSTRY ANNOUNCEMENT:   INTENT TO ISSUE CHALLENGE STATEMENT for the United States Space Command (USSPACECOM) Command and Control Facility (C2F):   Design Build Contractor (DBC) Acquisition

Air Force Civil Engineer Center (AFCEC) seeks a partner to serve as the DBC responsible for the design, construction, fit out, commissioning, and accreditation of the USSPACECOM C2F.   The selected contractor will be responsible for providing a mission-ready facility by December 2031.  The DBC will be responsible for design and construction of the facility, including all associated Command, Control, Communication, and Computer Information Technology (C4IT) and Fixtures, Furniture and Equipment (FF&E), and must be skilled in Model-Based Systems Engineering (MBSE).   Additionally, the DBC will be responsible for providing Construction Surveillance Technicians to ensure construction meets ICD-705 standards in collaboration with the AFCEC team’s SSMs.

This integrated, holistic approach is a significant departure from prior MILCON construction norms; our intent is to provide qualified design-builders time to establish expanded partnerships in advance of the Challenge Statement release.  The government will accept questions related to this release.   Please submit all questions on the GoColosseum Marketplace under the Industry Announcement titled above. 1. Summary of Overall Objective: AFCEC seeks an innovative, highly capable, and experienced partner to serve as the DBC for design and construction of a new C2F warfighting platform at Redstone Arsenal, Alabama. This mission critical facility, and its supporting data center, is required to support approximately 1,800 personnel and cost approximately $4B to design, build, fit-out, commission, accredit, install FF&E.  The C2F will incorporate Radio Frequency (RF) shielding, High-Altitude Electromagnetic Pulse (HEMP) protection, Sensitive Compartmented Information Facility (SCIF) / Special Access Program (SAP) construction, and redundant and resilient infrastructure. The project will be delivered using a collaborative delivery methodology under the Design Build Institute of America (DBIA) Design Build Done Right framework.

This challenge and the resulting agreement are issued pursuant to the Other Transaction Authority (OTA) for military construction projects under 10 U.S.C. § 2808a. This effort is intended to reduce traditional Military Construction (MILCON) delivery timelines by approximately 50%, which the prospective partners should be able to embrace.

USSPACECOM completed a Planning Charette Report in June 2026.  AFCEC is in the process of hiring an Owner’s Advisor (OA) to support them on the Project Delivery Team (PDT).   The DBC will integrate with the established PDT to help AFCEC,  their OA, and the USSPACECOM PMO deliver this facility faster, smarter, and with higher mission assurance than any previous Air Force MILCON effort. The Design Builder will be expected to provide innovative approaches and leverage industry standards to take advantage of the OTA authorities and flexibility outside of traditional FAR-based construction to reduce time and cost.

Eligibility

Open to U.S.- based organizations that have demonstrated success as the DBC on complex Mega Projects of this size, scale, and complexity.  Organizations must be able to show expertise in design, construction, C4IT, and FF&E integration. 

Respondents must meet bonding requirements for the entire project amount Respondents must possess a Top Secret (TS) Facility Security Clearance;  AFCEC intends for a small number of key personnel to obtain the requisite USSPACECOM SCI read-ins to support facility design, IT design, and portions of IT installation.  Additionally, CSTs will be required to hold TS/SCI clearance Respondents must be Cybersecurity Maturity Model Certification (CMMC) Level 2 compliant or actively pursuing certification.  Performance will involve the storage, processing, and transmission of Controlled Unclassified (CUI) per 32 C.F.R. § 170.3 Respondents must register on https://gocolosseum.org to submit

Selection will be largely qualification based.  Additional criteria will be provided in the Challenge Statement.
