The USDA Forest Service, Southern Region (Region 8), is seeking contractor support for environmental analysis and documentation services related to Oil and Gas Leasing Availability across 200,000 to 300,000 acres. - Government Buyer: - U.S. Department of Agriculture (USDA), Forest Service, Southern Region (Region 8), CSA EAST 8 - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Environmental analysis services for oil and gas leasing availability - Preparation of Categorical Exclusions (CEs) and Environmental Assessments (EAs) - Supporting technical analyses: wildlife, hydrology, vegetation, air quality, soils, climate, socioeconomic, environmental justice, cultural resources - GIS mapping products, technical reports, public involvement materials, administrative records - Key personnel required: NEPA and ESA specialists, hydrologists, wildlife biologists, air quality and climate experts, cultural and socioeconomic analysts, GIS specialists, technical writers - Unique/Notable Requirements: - Experience with NEPA-driven environmental analysis - Ability to deliver both draft and final EAs, technical reports, and GIS products - Capability to support public involvement and maintain administrative records - Demonstrated expertise in technical disciplines relevant to oil and gas leasing - Respondents may provide non-binding pricing insights for CE vs EA deliverables - Scope covers a large area (200,000 to 300,000 acres)

Description

The U.S. Department of Agriculture (USDA), Forest Service, Southern Region (Region 8), is seeking information from qualified contractors regarding their capability to support the Region 8 Oil and Gas Leasing Availability Contract. This Request for Information (RFI) is being issued for market research and planning purposes only. It is not a solicitation and does not obligate the Government to award a contract.

Review the  Statement of Work (SOW), which outlines the anticipated requirements, including environmental analysis, supporting documentation, and preparation of Categorical Exclusions (CEs) or Environmental Assessments (EAs) associated with determining lands available for oil and gas leasing across Region 8.

Requested Information

Please review the attached SOW and provide the following in your RFI response:

A brief capability statement addressing your experience with NEPA-driven environmental analysis, CEs, EAs, and related technical disciplines. Past performance examples relevant to environmental analysis and oil and gas leasing. Estimated timeframes and capacity to support the scope of work. Any questions, clarifications, or recommended refinements to the SOW. Optional: Pricing insights or considerations related to CE vs EA deliverables (non-binding).
