Description
The Air Force Life Cycle Management Center (AFLCMC/PZIBA), on behalf of the Department of the Air Force at Wright-Patterson Air Force Base, intends to award a Brand Name Only, firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS).
This is a combined synopsis/solicitation for commercial products prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; offers are requested, and a separate written solicitation will not be issued.
This solicitation incorporates provisions and clauses in effect through the RFO, effective 17 April 2026, and the Revolutionary Defense Federal Acquisition Regulation Supplement (RDFARS) as of the date of issuance.
The Department of the Air Force intends to award a firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), dated 1 September 2026, on a Lowest Price Technically Acceptable basis. The Schedule of Supplies, place of performance, delivery information, and the full list of applicable provisions and clauses are set forth in the attached SF 1449 and solicitation. Award is subject to the availability of funds.
The requirement is for all supplies, labor, and services necessary to procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a follow-on acquisition requiring the new HPLC-MS to be fully compatible and interchangeable with the agency’s existing Agilent equipment and software. The Government’s market research indicates that Agilent products use proprietary MassHunter software for instrument control and data analysis, and no other manufacturer produces a compatible system that meets the Government’s essential need for a single, integrated platform while avoiding the cost of new training and method redevelopment.

Proposal Content Requirements
Proposals shall consist of a Technical Proposal and a Price Proposal and shall provide sufficient detail to demonstrate compliance with the SOW. Offerors shall not merely restate Government requirements.
Each proposal shall include:
Company name, address, SAM Unique Entity ID, CAGE Code, and TIN. Point-of-contact name, telephone number, and email address. Proposal number, proposal date, and proposal validity period. Technical description, manuals, data sheets, or product literature demonstrating compliance with each SOW requirement. A complete price schedule matching the CLIN structure provided in the solicitation. Total Evaluated Price. Completed offeror representations and certifications, including country-of-origin information for the offered end product and applicable components. Itemized firm-fixed-price information with extended totals. Pricing shall include shipping, unloading, and final setup at AFIT Building 644, Room L139. Payment terms shall be Net 30. Progress payments are not authorized. Confirmation that the offeror is Agilent or an authorized Agilent reseller. If submitting an offer as an authorized reseller, the offeror shall provide a manufacturer authorization letter verifying authorization to sell the offered system to the Government. Technical description of the items offered sufficient to verify part-number accuracy and compliance with the SOW.
Key Information

Contract Type: Firm-Fixed Price.
Period of Performance: Six months after contract award.

Cybersecurity Maturity Model Certification
In accordance with RDFARS 252.204-7021, this acquisition requires Cybersecurity Maturity Model Certification (CMMC) Level 1 for Federal Contract Information only.
Offerors must have a current CMMC Level 1, or higher, self-assessment recorded in the Supplier Performance Risk System at the time of award. Waivers, grace periods, and Plans of Action and Milestones are not permitted.
Buy American Act and Qualifying-Country Products
This acquisition is subject to the Buy American Act and the qualifying-country-product requirements set forth in the SOW.
In accordance with the SOW, all products proposed or delivered shall be domestic end products or qualifying-country end products, as applicable. Offerors shall identify the country of origin for the offered end product and applicable components in the required representations and certifications.
The offered HPLC-MS system must be made and assembled in the United States of America in accordance with the SOW.
Basis for Award
Award will be made to the responsible offeror whose proposal:
Conforms to this combined synopsis/solicitation; Receives an “Acceptable” rating for Technical Capability, as demonstrated by compliance with all SOW requirements, domestic assembly, and authorized Agilent sourcing credentials; and Contains the lowest Total Evaluated Price determined fair, reasonable, and not unbalanced.
Past Performance and Responsibility
Before award, the Contracting Officer will perform a responsibility determination under RFO Part 9, including review of the offeror’s record in the Contractor Performance Assessment Reporting System and the Supplier Performance Risk System. Adverse findings may render an offeror non-responsible.
The Government reserves the right to award without discussions or to make no award.
Important Notices
SAM Registration: Offerors must maintain an active registration in the System for Award Management for the life of the contract.
Invoicing: Invoices shall be submitted electronically through Wide Area Workflow—Receipt and Acceptance. Payment shall be made as 100 percent Net 30 upon successful completion of all delivery, installation, and final setup requirements.
