Ellis County, Texas is seeking bids for an annual contract to supply Cold Mix & Patching Materials for road construction and maintenance across multiple county precincts. - Government Buyer: - Ellis County, Texas (Purchasing Office) - Products/Services Requested: - All-Season Pre-Coated Patching Mixture (ASPPM), TxDOT DMS-9202, Grade IV - For both FOB plant pick-up and delivery to five precinct locations - Hot-Mix Cold-Laid Asphalt Concrete (HMCL), TxDOT Item 334, Types C, D, and F - For both FOB plant pick-up and delivery to five precinct locations - 50 lb. bagged/containerized cold patch (TxDOT DMS-9202, Grade CC or equivalent) - For both FOB plant pick-up and delivery to five precinct locations - Technical & Compliance Requirements: - All materials must comply with current Texas Department of Transportation (TxDOT) specifications: DMS-9202, SS 8012, and Item 334 - Materials must remain pliable and workable at ambient temperatures without heating - Bagged cold patch must be weather-resistant, palletized, and shrink-wrapped for outdoor storage - Vendors must be regularly engaged in manufacturing/distribution of TxDOT-compliant materials, identify source origins, and demonstrate dedicated hauling capacity - Quality assurance, price adjustment protocols, and compliance with county and state procurement regulations are required - Delivery & Logistics: - Delivery required to five precinct locations with advance notice and strict documentation - Pricing requested for both FOB plant pick-up and delivered options - Contract Structure: - Initial term is one year, with up to four automatic one-year renewals - Award to lowest responsive and responsible bidder(s) - Notable Requirements: - Vendors must provide catalog discount for off-list items - Demurrage, minimum order surcharges, and mileage surcharges may apply

Ellis County is seeking sealed bids to establish an annual term contract for the purchase and delivery of Cold Mix & Patching Materials. These materials will be used for road construction, paving, maintenance, and various infrastructure projects. The contract term is one year with an option to automatically renew for four additional one-year periods. Bidders must comply with TxDOT specifications and delivery requirements, and the award will be given to the lowest responsive and responsible bidder(s).
