USDA is soliciting services and data products to support digital agriculture research and specialty crop analysis. - Government Buyer: - United States Department of Agriculture (USDA) - Agricultural Research Service (ARS), Resource & Rural Economics Division - Economic Research Service (ERS) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; Qualtrics XM is referenced as a preferred platform for secure data storage. - Products/Services Requested: - Digital Ag Benefits to US Farmers Project (1 unit) - See Statement of Work for full requirements - Field Crops Historical Dataset (2019-2021) covering digital technology adoption in canola, corn, cotton, rice, sorghum, soybeans, spring wheat, sugar beets, sunflower, winter wheat, and potatoes (~1,500 producers) - Field Crops Data Codebook and Methodological Documentation - Specialty Crops Survey (online/phone) of ~1,000 producers (2024-2026) - Survey covers digital technology inventory, AI use, labor, pest management, and demographics - Pre-testing assessment report - Methodological documentation for OMB PRA approval - Final specialty crops dataset and codebook - Shared directory license on FedRAMP-certified server (preferably Qualtrics XM) - Technical assistance post-transfer - Unique/Notable Requirements: - Data storage must use FedRAMP-certified servers for confidentiality and security - Survey instrument must be pre-tested for comprehension and data quality - Documentation must support OMB PRA approval and include detailed methodological information - Compliance with federal anti-discrimination and DEI policies - Evaluation criteria include technical approach, relevant experience, past performance, and key personnel qualifications

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1147 is issued as a Request for Quotation (RFQ) for Digital Agriculture Data Purchase and Specialty Crops Survey.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541910.  The small business size standard is $22.5 million  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
