Escambia County Board of County Commissioners is seeking professional consulting firms to provide Construction Engineering Inspection (CEI) services for the O.C. Phillips Road Over Brushy Creek Bridge Replacement project. - Government Buyer: - Escambia County Board of County Commissioners (BOCC) - Purchasing Department and Engineering/Office of the County Administrator - Services Requested: - Construction Engineering Inspection (CEI) services for bridge replacement - Professional engineering, design, and land surveying consulting - Materials sampling and testing, compliance support, geotechnical services, utility coordination, survey, and administrative activities - Prequalification Requirements: - Firms and all subconsultants must be pre-qualified with the Florida Department of Transportation (FDOT) in major work categories: - 10.1 Roadway Construction Engineering - 10.4 Minor Bridge & Miscellaneous Structures Construction Engineering Inspection - Minor work category: 9.3 Highway Design - Florida-registered Professional Engineers and Land Surveyors required - Compliance and Reporting: - Adherence to federal and state regulations, including DBE participation, E-Verify, non-discrimination, and eligibility checks against debarment/exclusion lists - Extensive insurance requirements - DBE and small business participation tracking - Federal-aid terms, nondiscrimination, and lobbying disclosure compliance - Meetings: - All solicitation meetings conducted via Microsoft Teams, except for on-site walkthroughs - No specific OEMs or product vendors are named, as this is a service-based opportunity - Period of Performance: - Contract term up to five years; project duration approximately 530 days from notice to proceed - Task-based schedules and optional tasks possible
