Description

The Office of the Comptroller of the Currency (OCC), hereby gives notice of their intent to sole source a firm fixed price contract to S&P GLOBAL MARKET INTELLIGENCE LLC at 55 Water St, Fl 40 New York, NY 10041. On a sole source basis utilizing procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 12.201-1, Simplified Procedures.

This requirement is for three S&P RatingsDirect subscriptions. The subscriptions provide access to S&P’s proprietary ratings information, including rating reports, rating actions, analyses, commentaries, industry research, sector reports, market data, and credit default swap spread information necessary to support OCC’s mission of bank supervision. The OCC relies on the information and data to review creditworthiness, evaluate financial institutions and sovereign entities, and monitor market conditions, all of which directly support OCC’s regulatory responsibilities. S&P Global Market Intelligence LLC remains the only vendor capable of meeting the OCC’s technical, supervisory, and mission-critical needs.

Period of Performance: 10/01/2026 through 09/30/2027, plus four (4) option periods

This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received before the closing date of this notice.

Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC.
