The audit will review procurement processes, contracts, completed scopes of work, final actual costs, governance and approval processes, federal grant compliance, and other areas as directed by the City. The project was delivered under a Construction Manager at Risk method with a budget of approximately $5.13 billion and substantial completion expected by October 31, 2026.
