The New York State Department of Corrections and Community Supervision (DOCCS) is seeking a comprehensive Electronic Health Records (EHR) system for 41 correctional facilities and its Central Office. - Government Buyer: - New York State Department of Corrections and Community Supervision (DOCCS) - Contract Procurement Unit, Division of Support Operations - OEMs and Vendors: - No specific OEMs or vendors are named; the opportunity is open to qualified EHR solution providers - Products and Services Requested: - EHR system with modules for patient demographics, treatment records, dental records, medication management, electronic signature capture, orders/task management, laboratory management, document and disclosure management, and electronic prescribing (including controlled substances) - Estimated 850 concurrent user licenses for core modules (EHR, eMAR, eDental, eSign, Orders/Task Manager, Laboratory Manager) - 227 provider licenses for document and disclosure management - Enterprise licenses for ePrescribe and EPCS - Form editing tool and interface engine - Annual post go-live support and maintenance for 850 licenses (over five years) - Project kickoff, planning, development, testing, training, and go-live support - Scanning and indexing services for documents across all facilities - Change order support (estimated 50 hours) - Cloud-based SaaS deployment, data migration, and transition provisions - Unique or Notable Requirements: - Compliance with HIPAA, HITECH, and New York State security standards - Execution of a Business Associate Agreement - Integration of AI capabilities and telehealth - MWBE (15% each for Minority and Women Business Enterprises) and SDVOB (6%) participation goals - No minimum guarantee on license quantities or change order hours - Explicit requirements for data ownership, transition, and end-of-contract provisions - Adherence to New York State Executive Orders regarding non-discrimination and business with entities operating in Russia

Description

The New York State Department of Corrections and Community Supervision is soliciting proposals for Electronic Health Records (EHR) services. The contract term is from June 1, 2027, to May 31, 2032, and the services are to be provided statewide.
