Notice of Intent to Sole Source for Communication Service Monitor Test System
1. GENERAL INFORMATION:

3. DESCRIPTION OF REQUIREMENT: The Government requires the following items to support Radar, Airfield & Weather Systems (RAWS) maintenance and testing:
CLIN 0001 (UOI: Each, QTY:1): A comprehensive Radio Frequency (RF) Communications Service Monitor equipped with an integrated Instrument Landing System (ILS) test suite. The complete test configuration must include: • Integrated Spectrum Analyzer (with tracking generator); • 1-Port Vector Network Analyzer (VNA) for VSWR and Distance-to-Fault (DTF) measurements; • Full-duplex transmitter/receiver testing capability; • Automated test, alignment, and simulcast modulation analysis modules; • Specialized interface cabling, adapter hardware, and pre-programmed automated test procedure setup files compatible with fielded General Dynamics CM-300/350 and URC-300 Air Traffic Control (ATC) radio. CLIN 0002 (UOI: Each, QTY:1): TACAN Power Sensor. A high-power sensor for Tactical Air Navigation (TACAN) system testing, with a frequency range of 960 MHz to 1215 MHz and a peak power measurement capability from 1700 W to 3600 W. CLIN 0003 (UOI: Each, QTY:1): External Power Sensor Support Module. A module to provide software support for an external power sensor compatible with the Bird RF 5017D sensor. CLIN 0004 (UOI: Each, QTY:1): Calibration Certificate. An ISO 9001 compliant calibration certificate for the test system. CLIN 0005 (UOI: Each, QTY:1): Hardware Warranty and Calibration Plan. A 5-year total hardware warranty and calibration service plan for the test system.
4. PROPOSED SOLE-SOURCE CONTRACTOR:

5. STATUTORY AUTHORITY & JUSTIFICATION: The proposed contract action is for a noncommercial supply for which the Government intends to solicit and negotiate with only one source under the authority of RFO 13.101 Simplified Procedures for Noncommercial Acquisitions.
Testforce USA, Inc. (CAGE: 7VPU9) is the sole source capable of fulfilling this requirement:
Proprietary Integration: In collaboration with the Air Force Flight Standards Agency (HQ AFFSA), Testforce developed proprietary automated test procedures, custom adapter/cabling kits, and specialized software setup files for the CX300 to test USAF CM300/350 and URC-300 radios, TACAN, and Instrument Landing Systems (ILS) in compliance with governing Technical Orders. OEM / Market Research Validation: While Viavi Solutions manufactures the baseline CX300 hardware, neither the Original Equipment Manufacturer (OEM) nor any other third-party distributor possesses or licenses the proprietary preset files and custom interface kits developed by Testforce. Procuring standard OEM hardware without these proprietary assets would cause severe mission degradation, substantial duplication of cost, and unacceptable operational delays to independently develop and certify testing configurations. Integrated System Scope: All hardware modules, power sensors, calibration services, and warranty support listed are interdependent and required to maintain certified test accuracy for airfield navigation safety. No viable commercial or nondevelopmental alternatives exist.
6. INSTRUCTIONS TO INTERESTED PARTIES: This notice of intent is NOT a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which the agency shall consider. Capability statements must demonstrate clear and convincing evidence that the submitter can provide an equivalent product that satisfies all Government technical and interface requirements, including the proprietary software and hardware integration.

7. DISCLAIMER: A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information submitted in response to this notice.
