The Department of the Navy's Naval History and Heritage Command (NHHC) is seeking to procure specialized collection management software and related services for its museums and facilities. - Government Buyer: - Department of the Navy, Naval History and Heritage Command - NAVSUP Fleet Logistics Center Norfolk - OEM Highlight: - Axiell ALM Canada Inc. is the sole manufacturer and provider of the EMu database software and related services - Products and Services Requested: - 50 concurrent user runtime licenses for EMu version 9.1, hosted in KE GovCloud Amazon Commercial Cloud - Annual support and maintenance for EMu licenses (base year plus two option years) - 2-day virtual training sessions for up to 2 users (base year plus two option years) - Optional technical services: ad-hoc development, scripting, reporting, feature enhancements, automation, data migration, and custom reports - Unique Requirements: - EMu is the mandated commercial off-the-shelf solution for Navy artifact collection management per SECNAV directive - Licenses and services must be compatible with the existing SPAWAR Engineered KE EMu GovCloud solution - Sole source justification: Axiell ALM Canada Inc. is the only provider in North America for these licenses and support - Period of Performance: - Base year plus two option years, covering up to three years of software and support

Description

This is a SOLICITATION for commercial items prepared in accordance with the information in FAR 12.102(a), using Simplified Acquisition Procedures. This solicitation SHALL be posted on Sam.gov (https://sam.gov/) on or before 08 September 2026. The RFQ number is N0018926QL410. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 13 March 2026) and DFARS Publication Notice 20260507 (effective 07 May 2026). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541519 and the Small Business Standard is $34.0 millions of dollars. The Government intends to solicit and negotiate a Firm, Fixed Price Purchase Order on a sole source basis with AXIELL ALM CANADA INC.  The Small Business Office concurs with this determination.This announcement will close at 10:00 AM EST on 11 September 2026 All responsible sources may submit a quote to Trumeka KIng who can be reached via trumeka.c.king.civ@us.navy.mil.
