The U.S. Air Force at FE Warren AFB is seeking a contractor to upgrade and service its Installation Access Control Point (IACP) camera system. - Government Buyer: - U.S. Air Force, 90th Security Forces Group (90 SFG) and 90th Contracting Squadron at FE Warren AFB, Wyoming - Products and Equipment Requested: - Repair or replacement of 19 IACP cameras - Conversion of cameras to WiseNet Wave compatibility - CAT 6 cabling (up to 6 units) - Uninterruptible Power Supply units (up to 3 units) - Installation and configuration services - Perpetual licensing for equipment - Services Requested: - Installation, configuration, functional and operational testing - Initial training and documentation for system operation and troubleshooting - Maintenance, servicing, troubleshooting, and repair with a 24-hour onsite response time - One-year warranty with up to three additional option years for servicing - Unique Requirements: - All equipment must be TAA compliant and meet specified technical standards - Contractor must possess Level 2 Cybersecurity Maturity Model Certification (CMMC) - Perpetual licensing required for all equipment - Offerors must be registered in SAM - Period of Performance: - Base period: 120 days for installation and delivery, followed by 12 months of servicing - Up to four 12-month option years for continued servicing - OEMs and Vendors: - WiseNet Wave (camera system compatibility) - No other specific OEMs or vendors named; contractor must provide compatible equipment - Notable Details: - Award will be made to the lowest priced technically acceptable offer - Training and documentation must include manufacturer instructions and technical manuals

Description

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. in the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 

NOTE: All proposal preparation costs will be the sole responsibility of the offeror. The Government  will not reimburse any firm for their proposal preparation cost.

This is a Combined Synopsis/Solicitation for commercial products prepared in accordance with the format in RFO 12.201, as supplemented with additional information in the notice. This announcement constitutes the only solicitation/notice, responses/quotes are being requested, and further written solicitation will not be issued. This solicitation will be solicited as 100% Small Business Set-Aside on SAM.gov. The 90 th Contracting Squadron is issuing the combined synopsis/solicitation, FA461326Q0022, as a Request for Quote (RFQ) using RFO Part 12, Acquisitions of Commercial Products and Commercial Services.

SITE VISIT:

A site visit will be held on Monday, 14 Sep 2026 at 1000 MDT at the located at Gate 1, Gate 2, and Gate 3, F. E. Warren AFB.

OTHER INFORMATION: Offerors are required to be registered in System for Award Management (SAM) at time of submission of quote. Failure to do so will result in the offer being deemed ineligible for award.

Offerors also MUST have a Level 2 Cybersecurity Maturity Modal Certification (CMMC). Please see Attachment 7 - SPRS CMMS Level 2 Self-Assessment Quick Entry Guide for instructions on how to complete this assessment.
