The USDA is seeking underground utility locating services for the Beltsville Agricultural Research Center (BARC) and U.S. National Arboretum (USNA. - Government Buyer: - US Department of Agriculture (USDA), Agricultural Research Service, Rural Development, Procurement Management Office - Facilities Services Office - Services Requested: - Locate, identify, mark, and digitize underground utilities in CAD and PDF formats - Marking must use color-coded paint and flags - Deliverables required within two working days of marking - Approximately 100 service visits per year, with additional payments for jobs exceeding 5,000 square feet - Contractor must have at least five years of experience and own a SONDE transmitter device for non-metallic pipes - Maintain logs and coordinate with the Contracting Officer’s Representative - Products/Line Items: - Underground utility locating services (base period and four option periods, 100 jobs per period) - Additional square footage services for jobs exceeding 5,000SF - Unique Requirements: - Digitization of utility locations in CAD format - Rapid turnaround for deliverables (within two working days) - Experience and equipment requirements (SONDE transmitter) - No specific OEMs or vendors are named in the solicitation - Set aside for small business concerns under NAICS code 541370 (Surveying and Mapping, except Geophysical, Services) - Period of Performance: - Base period of one year, four one-year option periods, plus potential six-month extension - Total potential duration: up to five years and six months

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12C0BA26Q0010 is issued as a Request for Quotation (RFQ) for underground utility locating services. The Contractor shall furnish all labor, materials, supervision, equipment, and transportation necessary to locate, identify, mark and digitize in Computer Aided Design (CAD) format the underground utilities located on the grounds at the Beltsville Agricultural Research Center (BARC) and the U.S. National Arboretum (USNA) for areas noted by the Contracting Officer’s Representative (COR).

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541370 Surveying and Mapping (except Geophysical) Services.  The small business size standard is $19.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
