The U.S. Department of Transportation (DOT), through the Federal Highway Administration's IT Acquisition Center of Excellence, is seeking a contractor for a long-term Blanket Purchase Agreement (BPA) to provide comprehensive operations and maintenance support for its non-core telecommunications environment. - Government Buyer: - U.S. Department of Transportation (DOT) - Federal Highway Administration (FHWA) - IT Acquisition Center of Excellence (ACE), Office of Acquisition and Grants Management (HCFA) - Scope of Services: - Operations & Maintenance (O&M) for telecommunications cabling and connectivity infrastructure - Management of telecommunications closets, asset inventory, and moves/adds/changes (MAC) of customer-provided equipment (CPE) - Support for Wide Area Network (WAN) CPE, baseline support for the Common Operating Environment, IPTV, Distributed Antenna System (DAS), data center operations, Data Center Infrastructure Management (DCIM), communications, and wireless - Services provided at DOT headquarters, FAA, Maritime Administration US Merchant Marine Academy, Stennis, MS, and field sites - Labor Categories & Requirements: - Key roles include IT Infrastructure Implementation Specialist/Analyst, Subject Matter Specialist, Senior Project Manager, Project Manager, DAS Lead, WAN Technician Lead, Senior Systems Engineer, Data Center Operations Lead, Data Center Information Manager, Cable Systems Support Technician/Analyst, Senior Program Coordinator, and Program Manager - Certifications such as BICSI, PMP, and Corning Fiber Certified are required for certain positions - Unique Requirements: - Personnel must be certified and adhere to industry standards - Comprehensive service management and support for both services and supplies - Small business set-aside - Estimated Contract Value: - Up to $150 million over the ordering period - Period of Performance: - 84-month ordering period, with a possible 6-month extension (total up to 90 months) - Orders may extend up to two years beyond BPA expiration - Annual reviews for contract continuation and pricing - No specific OEMs or products are named; focus is on service delivery and certified personnel

Description

The purpose of this solicitation is to award a single Blanket Purchase Agreement (BPA) for Department of Transportation (DOT) Non-Core Telecommunications Environment, its assets, and infrastructure environment’s Operation & Maintenance (O&M) support services, hereinafter referred to as the “non-core” O&M.  “Non-core” O&M includes any and all services and supplies required to provide O&M support for DOT telecommunication’s cabling and connectivity infrastructure; telecommunications closets management and connectivity, telecommunication’s assets inventory; the moves, adds, and changes (MAC) of voice and data telecommunications customer provided equipment (CPE); telecommunications environment management;  Wide Area Network CPE, and other support services and related supply requirements associated with the “Non-Core” environment as defined and required by the Government.
