Description

This is a notice of intent to award a sole source contract. Pursuant to Federal Acquisition Regulations FAR 13.106-1(b)(1)(i).

The Embassy of the United States of America in Lome, Togo has a requirement to replace the chiller coils at the Embassy building. The Embassy requires the immediate removal of existing compromised and corroded HVAC chiller coils and the installation of new, direct-fit replacement coils on the facility’s chiller systems.

The scope of this project involves the procurement, delivery, and installation of commercial-grade chiller coils to restore the facility's HVAC cooling capacity and efficiency.

The Embassy of the United States Lome, Department of State intends to award a firm-fixed-price contract on a sole-source basis to:

The scope of this acquisition requires from the contractor to provide all labor, supervision, materials, equipment, tools, and transportation necessary to perform the following core tasks:

Field verify existing dimensions, configurations, and performance specifications of the current chiller coils. Safely recover and dispose of existing refrigerants in accordance with EPA regulations. Demolish and remove the damaged or degraded cooling coils. Supply and install new, heavy-duty replacement coils matching or exceeding original equipment manufacturer (OEM) performance standards. Reconnect all piping, controls, and electrical components. Perform pressure testing, vacuum pull-down, refrigerant charging, and comprehensive system startup testing to verify proper operation.

This procurement is being conducted in accordance with FAR Part 13, Simplified Acquisition Procedures.

This contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of:

Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), "Soliciting from a Single Source" for purchases not exceeding the Simplified Acquisition Threshold.

Justification for Single Source

Johnson Controls (JCI) is uniquely qualified and is the only known source capable of fulfilling this requirement because the rusted coils are part of an existing JCI / York Air Handling Unit (AHU) or Chiller. Replacing them with third-party, non-OEM (Original Equipment Manufacturer) coils introduces a high risk of improper alignment, sizing mismatches, and compromised structural integrity. The existing air handling infrastructure relies on proprietary dimensions and specific engineering design thresholds unique to Johnson Controls. Utilizing an aftermarket coil would modify the original equipment manufacturer (OEM) configuration, altering the precise static pressure drop, air velocity profiles, and thermal performance parameters engineered by JCI.

The vendor possesses proprietary rights, data software, or manufacturing drawings essential to completing the work.
