The Department of Veterans Affairs National Cemetery Administration is seeking a contractor for comprehensive cemetery operations and maintenance at Yellowstone National Cemetery in Laurel, Montana. - Government Buyer: - Department of Veterans Affairs, National Cemetery Administration, Yellowstone National Cemetery - Contracting Officer: David Hester - Scope of Services: - Full cemetery operations including grounds maintenance, turf and plant care, headstone installation and cleaning, grave excavation and interments, snow and ice removal, trash disposal, flag placement, and janitorial services - Annual maintenance of improved turf, ornamental areas, and hard surfaces - Specialized services such as sunken grave repair, tree pruning/removal, irrigation maintenance, and soil amendments - Interment services for both casketed and cremated remains - Headstone setting (approx. 150 annually), raising/realignment, and cleaning (approx. 1545 monuments and 160 pavers) - Placement and removal of grave flags for Memorial Day - Quantities and Line Items: - 12 months of grounds maintenance - 1,000 SF turf repair - 20 sunken grave repairs - 150 initial headstone settings - 115 in-ground cremains interments - Multiple option line items for tree work, soil amendments, and janitorial services - Notable Requirements: - Contractor must provide all labor, equipment, and materials - Strict conduct and safety standards - Coordination with Contracting Officer Representative (COR) - 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside - Bidders must be SDVOSB-certified and have NAICS code 561730 on SAM.gov - No specific OEMs or branded products are required; all services are performance-based - Contract Structure: - Base year plus four one-year option periods - Maximum aggregate contract value of $3 million - Indefinite quantity delivery orders allowed within contract period

A site visit is scheduled for 9/17/2026@ 10:30 am, the meeting place is the US flag stage and podium Yellowstone National Cemetery Vendors are strongly encouraged to attend the site visit to ensure a full understanding of the requirements. No additional or repeat site visits will be scheduled.
