The Texas Military Department is seeking a turn-key build-out of a secure Impact Level 4 (IL4) Microsoft Azure enterprise environment (TxNet System Build Out). - Government Buyer: - Texas Military Department (TMD) - Primary OEM: - Microsoft (for Azure cloud services) - Scope of Work: - Design, build, configure, accredit, and operationalize a secure IL4 Microsoft Azure environment - Support up to 4,850 concurrent enterprise users (surge to 6,700), licensed for up to 24,000 named users - Deliverables include network engineering, identity and access management, Azure cloud server/platform engineering, database administration, knowledge management, low-code/no-code application development, asset management, and AI solutions architecture - Provide accreditation support and compliance with DoD IL4 Authorization to Operate, TxRAMP, FedRAMP, NIST SP 800-171/172, NIST SP 800-53, CJIS, CMMC readiness, DISA STIGs, CIS Benchmarks, and Texas-specific standards - All personnel must be U.S. citizens and pass federal and state background checks - Project is deliverables-based, firm-fixed-price, and includes knowledge transfer and operational hand-off to TMD - Unique Requirements: - Must bridge interoperability between IL2 (state/civil) and IL5 (DoD) environments - Environment must be ready for integration of Agentic AI capabilities - Compliance with multiple federal and state cybersecurity standards - Product Line Items: - Microsoft Azure IL4 Enterprise Environment (turn-key build-out, configuration, and operationalization) - Services Line Items: - Network Engineering / Architecture - Identity & Access Management Engineering - Azure Cloud Server / Platform Engineering - Database Administration / GRC Management - Knowledge Management - Low-Code / No-Code Application Development - Enterprise Network Asset Management - AI Solutions Architecture & Agentic AI Readiness - Accreditation Support & Compliance - Operational Turn-Over & Knowledge Transfer

Description

This solicitation is for the design, build-out, configuration, accreditation support, and operational turn-over of a turn-key Impact Level 4 (IL4) Microsoft Azure enterprise environment. The environment will serve as a secure bridge between IL2 and IL5 levels, authorized to store, process, and transmit Controlled Unclassified Information (CUI). It is engineered to support up to 4,850 concurrent users on average, with surge capacity up to 6,700 concurrent users. The project includes compliance with DoD IL4 requirements, TxRAMP and FedRAMP certifications, and aims to close interoperability gaps for the Texas Military Department.
