The Indian Health Service (IHS), Office of Quality, is seeking a commercial off-the-shelf (COTS) web-based software subscription to provide agency-wide access to manufacturers' Instructions for Use (IFU), Safety Data Sheets (SDS), manuals, and related documentation for medical, dental, and biomedical equipment across up to 105 federal healthcare sites. - Government Buyer: - Indian Health Service (IHS), Office of Quality, Division of Acquisition Policy - Products/Services Requested: - Subscription-based Software-as-a-Service (SaaS) or hosted IFU software solution - 24/7 real-time access to manufacturer documentation (IFU, SDS, manuals) - Secure, role-based access for all IHS federal healthcare facilities - Training and helpdesk support included - Data ownership and management provisions - Notable Requirements: - System must ensure 99% uptime - Must be FedRAMP Moderate certified for security compliance - Must support compliance with healthcare regulations (e.g., The Joint Commission, CMS) - Automated, web-based repository for manufacturer documents - Contract covers one 12-month base period, four 12-month option periods, and a 6-month extension - Quantities: - Subscription services to support up to 105 IHS federal healthcare sites - No specific OEMs, software brands, or part numbers are named; solution must cover a wide range of medical, dental, and biomedical equipment manufacturers.

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.  All terms, conditions, and requirements stated in the base award shall be applicable to any resultant contract issued.

Solicitation No. 75H70426Q00049 is issued as a full and open Request for Quote for the procurement of Instruction for Use (IFU) software license services to support the Indian Health Service, Office of Quality.

A two-phase Advisory Down-Select strategy will be used for this procurement.
