This document details a justification for a 3-month extension of IT services supporting the Defense Manpower Data Center (DMDC) Electronic Data Interchange Person Identifier (EDIPI) program. - The extension is for Duplicate and Identity Resolution Processing (DIRP) services, which are critical for maintaining data quality and identity resolution within DMDC applications, including DEERS. - The incumbent contractor, General Dynamics Information Technology, Inc. (GDIT), will continue providing these services under a sole source order (47QFMA21F0041). - Services include correction (merging/un-merging records), de-duplication, and maintenance of probabilistic matching infrastructure. - The extension is structured as a one-month base period starting September 24, 2026, with two one-month option periods, potentially running through December 24, 2026. - The contract uses a combination of Firm Fixed Price and Time & Materials pricing. - The extension ensures uninterrupted support while a new competitive order (BASIS) is prepared. - No new products are being procured; the focus is on continued IT services for data quality and identity resolution. - No additional OEMs or competing vendors are named, but similar IT service providers could potentially compete for future requirements.

Description

The Secretary of Defense identified the DMDC Electronic Data Interchange Person Identifier (EDIPI) as the common declarative identifier between the Departments in support of the Integrated Electronic Health Record (iEHR) program. DMDC requires support to provide information technology services to perform a variety of critical data quality tasks to include correction (including the merge and un-merge of records erroneously merged), and de-duplication of data; as well as to maintain and update the probabilistic matching infrastructure that supports identification of duplicates and other identity issues.
