City of Beaumont Emergency Standby Products, Services, and Debris Removal RFP

The City of Beaumont, Texas is seeking qualified contractors for a comprehensive emergency standby products, services, and debris removal contract to support disaster response. - Government Buyer: - City of Beaumont, Purchasing Division - Emergency Management Office - Products Requested: - Wide range of generators (from 25 kW to 1.5 MW, various voltages/phases) - Lighting equipment (4,000 watt light towers) - Diesel and hydraulic pumps (various sizes and capacities) - Comfort stations, shower units, walk-in coolers/freezers, washateria trailers - Utility vehicles (Kawasaki Mule or equal), GPS units (Uniro-Nuvo 550), aluminum boats - Tents with air conditioning and generators - Heavy equipment (forklifts, knuckleboom loaders, tub grinders, wheel loaders, dump trucks, fuel trucks) - Supplemental food and water (MREs, SunMeadow meals, bottled water, ice) - Services Requested: - Large-scale debris removal (vegetative, C&D, hazardous, stumps, storm drain cleaning) - Structure demolition (including asbestos-containing material) - Removal of vessels, vehicles, white goods, animal carcasses, e-waste, tires - Site management, debris reduction (grinding, incineration, compaction), backfill - Emergency response teams for rapid mobilization (within 24 hours) - Quantities: - Detailed line items with estimated quantities (e.g., 50 x 25 kW generators, 15,000 x 8 lb. ice bags, 1,200,000 CY debris site management) - Unique Requirements: - Rapid mobilization: 50% equipment within 48 hours, 100% within 96 hours - Contractor must have completed three debris removal projects over one million cubic yards - Construction drawings for air-curtain incineration and OSHA-compliant inspection towers - Compliance with prevailing wage rates and preference for Beaumont citizens in employment - Submission of specific forms (HB89, HB1295, insurance affidavits, FEMA forms) - OEMs and Vendors: - No specific OEMs named; products specified by function and capacity - Utility vehicles: Kawasaki, Mule, or equal - GPS units: Uniro-Nuvo 550 - Contract Details: - Three-year initial term, two optional one-year renewals - No minimum or maximum quantities guaranteed - Contract activated upon emergency declaration and purchase order

Description

The City of Beaumont is seeking proposals from qualified contractors to provide emergency standby products, services, and debris removal. The intent is to have a vendor capable of supplying all types of products and services required during a declared emergency, such as hurricanes, earthquakes, tornadoes, and other disasters. The contract will serve as an additional resource beyond existing city contracts for immediate emergency response. A non-mandatory pre-RFP meeting is scheduled for September 3, 2026.
