Forest Service proposes new recreation fee sites and permits across multiple National Forests

The Forest Service, part of the Department of Agriculture, is proposing new recreation fee sites and special recreation permits across multiple National Forests. - Government Buyer: - Department of Agriculture, Forest Service - National Forests involved: El Yunque, Ouachita, Tongass, Grand Mesa-Uncompahgre-Gunnison, Malheur - OEMs and Vendors: - No commercial OEMs or vendors are involved; all services are government-managed - Products/Services Requested: - Recreation passes for El Portal Visitor Center and El Portal Del Yunque Rainforest Center (3-day, annual, family annual) - Special recreation permits for La Mina Recreation Area (daily, 3-day, annual, family annual) - Expanded amenity fees for group picnic sites at Cedar Lake Day Use, Charlton Day Use, and Shady Lake ($50 per day) - Cabin rental fees for False Bay Cabin in Tongass National Forest ($70 per night primary season, $55 per night shoulder season) - Noncommercial day use hike permit ($5 per person per day) and overnight camping permit ($25 per site per night) for Blue Lakes-Mt Sneffels Wilderness - Recreation fee sites in Malheur National Forest - Unique/Notable Requirements: - Fee revenue will be used for operation, maintenance, and improvement of sites, with at least 80% spent locally - America the Beautiful National Parks and Federal Recreational Lands Pass honored at standard amenity sites, not for special permit fees - Public comment and advisory committee review required before implementation - No commercial procurement; all services are managed by the Forest Service

Description

The El Yunque National Forest is proposing to establish several recreation pass options and a special recreation permit. Proposed recreation fees collected for the recreation passes and the special recreation permit would be used for operation, maintenance, and improvement of the sites and the special recreation use covered by the permit. An analysis of nearby recreation fee sites and special recreation uses with similar amenities shows that the proposed fees are reasonable and typical of similar sites and uses in the area. The fees would be established no earlier than six months following the publication of this notice in the Federal Register.
