This opportunity is for contractors to serve as purchase agents supporting the Air Force Credentialing Opportunities On-Line (AFCOOL) program. - Government Buyer: - U.S. Air Force, Air Education and Training Command, 42 CONS CC at Maxwell AFB, Alabama - AFCOOL Credentialing Program Office, Air University - Scope of Work: - Contractor will purchase approved civilian and industry credentialing exams, course materials, exam preparation materials, and boot camps for enlisted personnel across the Air Force, Space Force, Air National Guard, and Reserve - Manage credentialing expenses and other direct costs (fees, travel, etc.) - Provide qualified personnel to manage purchases, review applications, recommend approvals, and ensure timely payments (within 3 duty days) - Maintain receipts, provide weekly invoicing reports, monthly status reports, and weekly grade updates - Use AFAEMS and AI Portal systems for data management - Develop and maintain a Quality Control Plan and Standard Operating Procedures Manual, with annual reviews - Ensure no staffing gaps exceeding 10 working days - Estimated annual credentialing costs average $8.7 million, with over 5,300 approved goals per year - No specific OEMs, vendors, products, or part numbers are mentioned; purchases will be made from various credentialing agencies and vendors - Contract is firm fixed price with a 12-month base period and multiple option years, totaling up to 66 months - Work is performed on-site at Maxwell AFB, Alabama

Description

This is an official solicitation for the AFCOOL Purchase Agents requirement. The selected contractor shall be responsible for purchasing all approved civilian and industry credentialing exams, course materials, exam preparation materials, and exam preparation courses/boot camps through various credentialing agencies and vendors on behalf of the AFCOOL Credentialing Program Office (CPO).

Program Beneficiaries: Payments for these exams, courses, and materials are strictly for approved enlisted personnel on active duty across the Regular Air Force (RegAF), United States Space Force, Air Force Reserve, and Air National Guard.
