Egg Requirements – FCI Three Rivers
(i) Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial products prepared in accordance with Part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
Solicitation number 15B51626Q00000023 is issued as a Request for Quotation (RFQ) for egg requirements.
This solicitation incorporates provisions and clauses by reference. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This acquisition is set aside for small business concerns. The NAICS code is 112310, Chicken Egg Production, with a small business size standard of $19 million.

(iii) Description of Requirements
The contractor shall provide 723 cases of eggs, packed 15 dozen per case, in accordance with the attached requirements/specification worksheet and delivery schedule.
(iv) Delivery, Acceptance, and F.O.B. Point
The delivery period is October 1, 2026, through December 31, 2026.
Deliveries shall be made every Wednesday between 7:30 a.m. and 3:00 p.m. throughout the quarter at the FCI Three Rivers Food Service Warehouse, in accordance with the attached delivery schedule.

The Government anticipates making one award.
Streamlined Comparative Evaluation
The Government will conduct a streamlined comparative evaluation of quotations. Quotations will be compared directly to one another considering:
• Compliance with the egg specifications and the Tuesday delivery schedule;
• Total evaluated price, inclusive of all delivery, transportation, fuel, handling, and other charges necessary to deliver the products to FCI Three Rivers; and
• Relevant past performance, including delivery timeliness, order accuracy and completeness, and product condition.
The factors will not be numerically scored or assigned predetermined weights. A Quoter without relevant past-performance information will not be evaluated favorably or unfavorably solely because of the absence of relevant past-performance information.
Award will be made to the responsible Quoter whose quotation conforms to the solicitation and provides the best value to the Government. The Government may select a quotation that is not the lowest priced when improved delivery reliability or reduced performance risk justifies the price difference.
The Government may communicate with Quoters to clarify information or request revised quotations before award.

The completed Quote Cover Sheet and all required quotation information must be submitted to the individual listed above.
Faxed, hand-delivered, and mailed quotations will not be accepted.
Quotations must remain valid for 30 calendar days after the solicitation closing date.

All information concerning this acquisition will be posted on SAM.gov at www.sam.gov. Future information concerning this acquisition, including amendments, awards, and cancellations, will also be distributed through SAM.gov.
Interested parties are responsible for monitoring SAM.gov to ensure they have the most current information concerning this solicitation.
All responsible sources may submit a quotation, which will be considered by the Federal Bureau of Prisons.
The resulting award will be issued as a firm-fixed-price purchase order.
The contractor must provide written acceptance of the purchase order within 48 hours after receiving the signed purchase order. Subsistence is vital to the orderly operation of a federal correctional institution. In accordance with 12.201-1(b)(2), the Contracting Officer requires written acceptance of the purchase order.
Availability of Funds
Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
System updates may lag policy updates. SAM may continue to require entities to complete representations based on provisions that are not included in this solicitation. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services.
Contracting Officers will not consider these representations when making award decisions or enforce the associated requirements. Entities are not required to, nor are they able to, update their SAM entity registration to remove these representations.
