Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Indiana Army National Guard is soliciting W912L9-26-Q-0381 as an RFQ. This Firm Fixed Price (FFP) procurement is a 100% Small Business set-aside. CLIN 0001 - Yellow Ribbon Catering and Childcare Support Services - October 10, 2026. The commercial services are summarized below. The venue is located on a military installation (on-post). A detailed description can be located in the associated Performance Work Statement (PWS).

<p>4a) Childcare Services: The contractor shall provide all personnel, equipment, and supplies to supervise and care for approximately 25 children (estimated 15 children aged 0-5; 10 youth aged 6-17) on Saturday, October 10, 2026, from 0600 to 1700. Caregivers must be 18+ years of age, possess a minimum of 6 months experience, pass comprehensive background checks, hold pediatric first aid/CPR certifications, and comply with all applicable Army regulations. Contractor must implement strict sign-in/sign-out and child accountability tracking.</p>

<p>4b) Catering Services: The contractor shall provide hot beverage service and a lunch meal on Saturday, October 10, 2026. Morning coffee and tea service is required for 385 adults. The lunch hot buffet must accommodate 410 total attendees (385 adults and 25 children) and be served between 1130 and 1230 utilizing three double-sided buffet lines (6 total access lines). The menu must include a salad, a minimum of 2 meat selections, hot vegetables, 2 starches, and assorted beverages. Dietary restrictions (vegetarian, gluten-free) must be accommodated.</p>

<p>Base Access &amp; Security: Because the venue is located on-post, the contractor is responsible for ensuring that all personnel, childcare staff, and delivery vehicles comply with military installation security regulations to gain access to the base. This includes coordinating pre-clearance, possessing valid government-issued photo identification (such as Real ID), and undergoing background vetting at the gate.</p>
