Minnesota is seeking contractors to provide full-service environmental emergency response statewide. - Government Buyer: - State of Minnesota Department of Administration, Office of State Procurement - Contract available to all state agencies and Cooperative Purchasing Venture (CPV) members - OEMs and Vendors: - No specific OEMs or vendors are named; responders must certify ownership of required equipment and supplies - Products and Equipment Requested: - Vehicles: Automobiles/pickup trucks (under 1 ton), pickup truck (1 ton and over), vacuum trucks, skid steer loaders with trailers and attachments, boats with motors - Specialized Equipment: Aeration equipment, mercury vacuum, mercury spill kit, mercury vapor analyzer, photo ionization detector, multi gas meter, fans for explosive conditions - Spill Response: Containment boom (6" x 6" Acme, 50 ft sections, minimum 1000), emergency response trailer, pumps and skimmers for petroleum, steel open top drums, oil-only sorbent boom, pads, and pillows - Personal Protective Equipment: Level A, B, C gear - Services Requested: - 24/7 environmental emergency response activities for spills/releases of petroleum, hazardous materials, food products, manure, sewage, solid waste, hazardous substances, and hazardous wastes - Site assessment, containment, cleanup, remediation, sampling, waste management, specialized response, and data management - Staffing: Field Technicians I & II, Supervisors, Scientists, Project Managers, Engineers - Unique/Notable Requirements: - Contractors must provide all labor, tools, equipment, materials, transportation, and supplies - Mandatory minimum staffing levels and equipment ownership - Compliance with Minnesota prevailing wage statutes - Responders must submit a completed price schedule and meet workforce and equal pay certification requirements - Contract is not exclusive and may be extended up to 36 months beyond the initial term - 24/7 statewide response capability with mobilization within one hour - Use of personal protective equipment levels A-D - Petroleum spill containment on moving waters - Emergency debris management and hazardous waste management - Services available across all 87 counties in Minnesota

Description

This Request for Proposal aims to establish contracts for full service environmental emergency response activities on an as-needed basis for state agencies and Cooperative Purchasing Venture members across all 87 counties in Minnesota. Contractors will be required to provide all labor, tools, equipment, materials, transportation, and supplies necessary for these activities. The contracts will be accessible to all State agencies and CPV members. Questions regarding the solicitation must be submitted in writing by August 28, 2026, 2:00 PM CT. The contract term starts November 1, 2026, and expires October 31, 2028, with possible extensions up to 36 months.
