The Minnesota Department of Education (MDE), Nutrition Program Services, is seeking qualified contractors to provide warehousing, inventory management, and distribution services for U.S. Department of Agriculture (USDA) Donated Foods under the National School Lunch Program and other USDA nutrition programs across Minnesota. - Scope of Services: - Comprehensive warehousing, inventory management, and distribution of USDA Donated Foods (dry, refrigerated, and frozen) to eligible recipient agencies and school sponsors statewide - Services include receiving, inspecting, storing, safeguarding, managing inventory, and distributing USDA foods in compliance with USDA and state regulations - Contractors must invoice approved sponsors monthly for services provided - Pricing must be provided for dry, refrigerated, and frozen units per county; per-case delivery fees and monthly storage fees are required, with no additional charges allowed - Geographic and Contract Structure: - Contracts will be awarded by county, with one contractor per county - Responders may bid on selected counties or entire zones; warehouses may be located in or outside Minnesota if compliant with all requirements - Notable Requirements: - Compliance with USDA FNS Instruction No. 709-5 and all relevant USDA/state regulations - Temperature-controlled facilities and dual-temperature trucks required - Detailed reporting, customer service standards, and delivery coordination with sponsors - Proposals must cover all required services; partial proposals are not accepted - Estimated contract value for the 2027-2028 school year is $15 million - No specific OEMs or vendors are named; the solicitation is open to all qualified contractors

Description

The Minnesota Department of Education (MDE), Nutrition Program Services (NPS), is soliciting proposals from qualified contractors to provide warehousing, inventory management, and distribution services for USDA Donated Foods under the National School Lunch Program and other USDA nutrition programs for eligible recipient agencies throughout Minnesota. The contract term is anticipated to start October 1, 2026, through June 30, 2028, with an option to extend for up to an additional 48 months. Existing contracts will remain in effect through the 2026-2027 school year, and services under the new contract are expected to commence in the 2027-2028 school year. Responses must be submitted electronically through the SWIFT Supplier Portal by September 17, 2026, 3:00 PM CDT.
