Norfolk seeks contractors for thermoplastic pavement markings and traffic control services (IDQ Multiple Award)

The City of Norfolk Department of Public Works is seeking contractors for an Indefinite Delivery/Quantity (IDQ) Multiple Award Contract to provide thermoplastic pavement markings and related traffic control services throughout Norfolk, Virginia. - Scope includes installation, maintenance, and restoration of thermoplastic pavement markings, striping, crosswalks, legends, and permanent marking tape - Contractors must provide all labor, materials, and equipment for: - Green pavement marking material (CycleGrip MMAX) - Flexible post delineators, channelizer posts (standard and heavy duty), and glarescreen delineators - Recycled rubber parking blocks and ceramic traffic buttons - Adhesives (butyl pads, Bundy pads, two-part and one-part fast cure adhesives) - Inlaid pavement markers - Temporary traffic control devices: police officer and flagger services, dynamic message signs, electronic arrow boards, channelizing devices, and temporary construction signs - Services include modification and removal of existing traffic infrastructure (signal poles, cabinets, foundations, junction boxes, curbs, sidewalks, medians, drainage structures, sign assemblies, and delineators) - Notable requirements: - All work must comply with City of Norfolk Special Provisions, Virginia Department of Transportation (VDOT) specifications, and the Federal Manual on Uniform Traffic Control Devices (MUTCD) - Multiple awards possible; work orders issued as needed with no guaranteed minimum or maximum quantities - OEM Highlight: CycleGrip MMAX is specified for green pavement marking material; other products are described generically without named OEMs - No specific vendors or resellers are named in the solicitation

Description

This solicitation is for an Indefinite Deliveries Quantity Multiple Award Contract (IDQ(MAC)) to install thermoplastic pavement markings at various locations in the City of Norfolk. The contractor will provide all labor, materials, and equipment necessary to complete the work. The contract is a firm, fixed-price, indefinite quantity, indefinite delivery Work Order Contract with a base period of twelve months. The City reserves the right to make multiple awards and to cancel or reject bids as deemed in its best interest. Requests for Information must be submitted by September 21, 2026.
