San Miguel County Office of Emergency Management is seeking a qualified consulting firm to update its Multi-Jurisdictional All-Hazard Mitigation Plan (AHMP). - Government Buyer: - San Miguel County Office of Emergency Management (part of the San Miguel County Sheriff's Office) - Scope of Work: - Comprehensive update of the County’s All-Hazard Mitigation Plan, covering all incorporated municipalities and fire protection districts - Tasks include: - Hazard identification and risk assessment - Evaluation of progress since the previous plan - Development of jurisdiction-specific mitigation strategies - Coordination of public and stakeholder engagement - Preparation of review documentation and support for State and FEMA review - Assistance with plan adoption and final FEMA approval - Requirements: - Plan must comply with current FEMA and Colorado Division of Homeland Security and Emergency Management (DHSEM) requirements - Must meet standards of the Disaster Mitigation Act of 2000, 44 CFR Part 201, FEMA Local Mitigation Planning Policy Guide and Handbook, and Colorado DHSEM policies - Consultant must demonstrate recent successful experience with FEMA-approved hazard mitigation plans, technical capability in risk assessment, GIS, public engagement, and plan production - Familiarity with hazards relevant to western Colorado is required - Budget: - Maximum project budget is $100,000, pending grant funding - Timeline: - Work expected to start after contract approval, with final FEMA approval required before expiration of the current five-year plan approval period

San Miguel County, Colorado, through the Office of Emergency Management, is soliciting proposals from qualified professional planning firms or consultant teams to update the County’s multi-jurisdictional All-Hazard Mitigation Plan (AHMP). The plan must meet federal and State of Colorado hazard mitigation planning requirements and be approvable by the Colorado Division of Homeland Security and Emergency Management and FEMA. The selected consultant will lead a comprehensive planning process including hazard identification, risk assessment, mitigation strategy development, public and stakeholder engagement, and support for State and FEMA review and adoption. The project includes multiple jurisdictions within San Miguel County and aims for final FEMA approval before April 14, 2028.
