The Iowa Communications Network (ICN), part of the Iowa Telecommunications and Technology Commission, is seeking to pre-qualify vendors for as-needed telecommunications outside plant services across five state zones. - Government Buyer: - Iowa Communications Network (ICN), Iowa Telecommunications and Technology Commission - Contracting/Procurement Specialist II: Sheri Stephens - Scope of Work: - Pre-qualification of up to three vendors per zone for projects under $50,000 - Services include underground fiber optic cable construction, aerial cable installation, fiber splicing (self-performed or subcontracted), emergency repairs, and related infrastructure work - Work covers rural, residential, and urban environments - Products and Materials: - HDPE conduit (various sizes), single-mode armored OSP fiber cable (12-strand minimum), polymer concrete and hybrid handholes (e.g., Quazite, New Basis, Martin, Oldcastle FRP, or equivalent) - Other contractor-supplied materials: grounding, tracer wires, wire mesh, etc. - Key Service Line Items: - Horizontal and rock boring (including dual rod and air hammer), handhole placement, fiber installation (pulling, blowing, removal), plowing, trenching, rock sawing - Bridge/building attachments, asphalt/concrete restoration, interior duct installation, aerial maintenance (pole transfers, cable tagging, riser guard installation), splicing labor (fusion splicing, OTDR testing, connector installation), data collection/documentation (GPS, as-builts), emergency call-out - Notable Requirements: - Vendors must demonstrate experience, equipment capabilities (directional boring, plowing, trenching, aerial lifts, GPS data collection), inventory, and qualified personnel - Ability to respond to emergencies within two hours and provide 24x7, year-round service, including winter - Compliance with affirmative action and equal employment opportunity laws - No specific OEMs are mandated; materials must meet or exceed specified standards - Attachments include forms, qualifications, unit price sheets, and compliance requirements

The State of Iowa, Iowa Telecommunications and Technology Commission, operating the Iowa Communications Network (ICN) is seeking proposals from vendors capable of providing telecommunications outside plant services in five zones of the State as needed and requested by the ICN.
