The City of Chula Vista Engineering Department is seeking qualified contractors for a Job Order Contract (JOC) to perform a wide range of general surfacing improvements and public works construction tasks within city limits. - Government Buyer: - City of Chula Vista Engineering Department, Department of Engineering & Capital Projects - Scope of Work: - Asphalt concrete placement, cold milling, pavement base repair, and overlays (2-inch and 3-inch) - ADA-compliant curb ramp installation (Types A, A1, B, C, D) - Concrete work: sidewalks, driveways, cross gutters, spandrels, curbs, and gutters - Traffic signal improvements: installation and relocation of Polara Accessible Pedestrian Signal (APS) iN2 push buttons, Caltrans Type 2 Posts, vehicle and bike detection loops, and lead-in cables - Traffic sign work: removal, salvage, installation, relocation, and replacement of signs and break-away posts - Street and sidewalk sweeping, tree trimming, removal, root pruning, and crown reduction - Storm drain inlet protection, thermoplastic stenciling, and application of surface treatments (Type II Rubber Polymer Modified Slurry, Asphalt Rubber Aggregate Membrane) - Traffic control, noise control, and environmental protection per City and Caltrans standards - Notable Requirements: - All work priced per the City's Unit Price Book (UPB) with contractor-submitted adjustment factors - Compliance with California prevailing wage laws and the City's Project Labor Agreement (PLA), including union labor, local hire, and disadvantaged worker programs - Minimum licensing: Class A General Engineering Contractor or a combination of C-8, C-10, and C-32 licenses - Traffic control plans must be prepared and signed by an A or C-31 licensed contractor - Strict adherence to labor, licensing, safety, and environmental regulations - Maximum contract value of $20 million over up to 5 years, with individual task orders issued as needed - OEMs and Vendors: - Polara (for Accessible Pedestrian Signal push buttons) - Caltrans (for Type 2 Posts and certain standards/specifications) - No other specific OEMs or vendors are named; the solicitation is open to qualified contractors meeting all requirements.
