1333MF26Q0087  Amendment 2 provides an updated Statement of Work (Version 9.4.26) that clarifies the scope is to replace the transfer switch controller and not the switch itself. A schedule site visit is added, and questions and answers are uploaded. The offeror due date is changed from Sep 07, 2026 4:30 PM EDT to Sep 11, 2026 4:30 PM EDT. Statement of Work changes are highlighted in yellow. Site Visit is scheduled for Wednesday, September 8, 2026, at 2:00 PM CST. Prospective site visit attendees need to contact michael.cordova@noaa.gov to confirm attendance prior to arrival. Meet at NOAA, NMFS Southeast Fisheries Science Center, Galveston Lab campus located at: 4700 Avenue U, Galveston, Texas 77551. Attendees should arrive at least 10 minutes prior to start time. The site tour will begin promptly at 2:00 PM and should last less than 60 minutes. Attendees must park along the Maintenance Building in unmarked spaces near the fence. All personnel should arrive 10 minutes early for sign-in at Building 307. Prospective attendees shall not ask questions during the site visit but should capture all questions and email them to the Contracting Officer, shawana.randolph@noaa.gov, by 10 AM EST 9/9/2026. CONSTRUCTION COMBINED SYNOPSIS/SOLICITATION Galveston Laboratory Automatic Transfer Switch (ATS) Replacement (i) This is a combined synopsis/solicitation for commercial products or services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. Solicitation number 1333MF26Q0087 is issued as a request for quotation (RFQ) for the removal and replacement of the existing Automatic Transfer Switch (ATS) system at the NOAA NMFS Galveston Laboratory. The work includes installation, integration, testing, commissioning, and training to ensure a fully operational system that provides seamless transition between utility and generator power and supports uninterrupted facility operations. This acquisition is set-aside for small business concerns. The associated NAICS code is 238210. The small business size standard is $19M. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) A list of line-item number(s) and items, quantities, and units of measure (including options, if applicable). CLIN 0001 – Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary to remove and replace the existing Automatic Transfer Switch (ATS) system at the NOAA NMFS Galveston Laboratory in accordance with the Statement of Work. Period of Performance: The period of performance shall be from the date of award through 12/31/2026. All work shall be coordinated with the Technical Project Lead. RFO 52.212-2 Evaluation-Commercial Products and Services (Nov 2021) (Deviation Jan 2026). Offers will be evaluated based on price and other factors. The non-price factors are significantly more important, but price may become the determining factor if solutions are equal. The initial quote should be the best from both perspectives. The government reserves the right not to award and may waive minor irregularities. Award may go to other than the lowest-priced offeror if it provides the best value. Evaluation will consider: Technical Approach, Past Performance, and Price. The technical approach should describe how the tasks will be performed, not just reiterate the SOW. Past performance should include at least two recent relevant contracts with references. Price will be evaluated for reasonableness and completeness. The government intends to award a firm fixed-price purchase order on an all-or-none basis with Net 30 payment terms. (b) Options: The total price for options will be added to the base price for evaluation. Significant unbalance may render an offer unacceptable. Exercising options is not guaranteed. (c) A written notice of award or acceptance will form a binding contract. The government may accept offers before the expiration unless a withdrawal is received.
