Morse - Project Scope: - Mixed-use district development on a 240-acre university-owned site (former Horace Williams Airport) - Includes 30-50 acres for mixed-use development - At least 2,100 student housing beds (1,100 undergraduate, 1,000 graduate) - Affordable housing: 15% of all market rate units (excluding student housing), with at least 50% affordable to households at or below 65% of area median income - Workforce housing: 2-3 bedroom apartments/townhomes for university employees, graduate student families, and community - UNC Health medical office space - Retail, commercial, hospitality, and other community uses (e.g., hotel, conference facility, childcare, entertainment) - Procurement Process: - Two-stage: RFQ to shortlist, followed by RFP for selected firms - Development Partner will assume at-risk responsibility for financing, construction, and operation under a long-term ground lease (up to 99 years) - First phase of student housing targeted for occupancy by the 2031/32 academic year - Unique Requirements: - At-risk development model with ground lease - Flexible phased development to respond to market conditions - Compliance with state and federal employment, anti-collusion, and anti-discrimination requirements - No specific OEMs or vendors named; opportunity open to registered vendors via North Carolina Electronic Vendor Portal

UNC Chapel Hill is seeking a Development Partner for the expansion of the University to Carolina North. The solicitation process is divided into two parts: Part 1 is a Request for Qualifications (RFQ) to evaluate interested parties and create a shortlist of potential partners. Part 2 will be a Request for Proposals (RFP) offered only to the qualified firms shortlisted in Part 1. Only vendors registered with the North Carolina Electronic Vendor Portal can respond, and electronic responses only will be accepted.
