This opportunity is for electrical rewiring services at a historic residential property within Independence National Historical Park, managed by the National Park Service (NPS), Department of the Interior. - Government Buyer: - Department of the Interior, National Park Service, Northeast Regional Contracting South/Philadelphia MABO - Project location: 423 Locust Street, Philadelphia, PA (Independence National Historical Park) - Scope of Work: - Complete removal of old wiring and installation of new dedicated 12/2 and 12/3 wiring circuits throughout a three-story historic residence - Replacement of all outlets and switches with new 20 amp rated devices - Installation of GFCI outlets in kitchens, bathrooms, and exterior areas - Installation of two single 20 amp breakers per room (one for outlets, one for lights) - Dedicated wiring for appliances, lighting, gas furnace emergency switch, and condensing unit - Breaker panel labeling and drywall repair/restoration after electrical work - Debris removal off government property (no use of government trash bins) - Coordination with the housing manager for scheduling; overtime requires prior approval - Notable Requirements: - Compliance with all relevant safety codes, historic preservation, and environmental regulations - Work must be performed during normal hours (7:00 AM to 4:00 PM) - Compliance with wage determination 2015-4233 Rev. 38 and limitations on subcontracting - Project is set aside for small businesses under NAICS 238210 (Electrical Contractors) - No specific OEMs or branded products are required; all products are described generically (e.g., 20 amp outlets, 12/2 wire) - The contract will be firm-fixed price, awarded to the lowest price technically acceptable offeror - Period of performance is approximately 90 days, with a specified window for completion

PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using RFO FAR 12.203 and, the Lowest Price Technically Acceptable process as defined in FAR 15.101-2 shall be used in the requirement as authorized by RFO FAR 12.203 (c)(3). Accordingly, we are requesting you review the information within the solicitation and attachments. SET-ASIDE: This acquisition will be a 100% Total Small Businesses (SB) Set-aside. Offers will only be accepted from small businesses. Offers received from concerns that are not SB concerns shall be considered nonresponsive and will be rejected.
