USDA's Natural Resources Conservation Service (NRCS) Caribbean Area is seeking a contractor to deliver a turnkey battery backup power system for its Corozal Field Office in Puerto Rico. - Government Buyer: - United States Department of Agriculture (USDA) - Natural Resources Conservation Service (NRCS) Caribbean Area - Corozal Field Office, Puerto Rico - Products/Services Requested: - Design, procurement, installation, and certification of a battery backup power system - System must support critical loads (servers, laptops, printers, facility equipment) for at least 24 hours - Auto-switching transfer mechanisms, wiring, protective devices, monitoring equipment, and integration with existing power distribution - Project planning, site preparation, acceptance testing, and training for government personnel - Documentation delivery including system drawings, schematics, warranty, maintenance instructions, and recommended spare parts - Unique/Notable Requirements: - Compliance with NEC, NFPA, UL standards, and local regulations - One-year workmanship warranty - Comprehensive facility assessment and system design submission required before installation - End-to-end operational testing for at least seven days under normal and simulated outage conditions - Training for at least two NRCS personnel with written materials and quick-reference guides - All work must be completed within 120 calendar days after Notice to Proceed - OEMs and Vendors: - No specific OEMs or vendors are named; solution must be commercial and compliant with standards - Quantities: - One complete battery backup power system and associated services (each service line item is one job)

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12FPC426Q0071 is issued as a Request for Quotation (RFQ) for NRCS Puerto Rico Battery Backup System for the Corozal Field Office.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238210.  The small business size standard is $19M  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

A Site Visit has been scheduled for September 10th at 10:30 AM.  Location and details are noted within solicitation (CSS_12FPC426Q0071_PR Battery Backup).     

Interested vendors can review the work site at this time.  Review of the work site is not mandatory, but highly and strongly recommended.

Quotes in response to the RFQ must be e-mailed to tamara.sawyer@usda.gov and oksana.strekha@usda.gov no later than 12:00 PM ET on September 18, 2026. The e-mail subject line should read: Quotation 12FPC426Q0071 – PR Backup Battery. Quotes must contain the name, phone number, and e-mail address of the individual to be contacted concerning any matter related to the solicitation. Quotes are to be inclusive of all costs to perform the work required as outlined in the PWS.
