To be considered equal the boot must meet the following specifications:

*  Plastic Outer Shell (must be 100% waterproof)

* Modern alpine climbing sole and high-altitude liner

A firm fixed price award will be made to the vendor whose quote represents the best value to the Government in terms of price and technical acceptability. Quotes will be evaluated in accordance with FAR Part 13.106-2, Evaluation of Quotes or Offers.
