Coconino County Flood Control District is seeking qualified firms to provide Construction Manager at Risk (CMAR) services for the U.S. 89 Flood Mitigation Project near Flagstaff, AZ. - Government Buyer: Coconino County Flood Control District - Project Scope: - Construction of a large storm drain system (lateral drains 5-6 ft diameter connecting to an existing 10 ft storm drainpipe) - Installation of concrete structures (inlets), roadside drainage, guardrail, handrail, paving, driveway matchups, fencing, and hydroseeding - Utility coordination and relocations, value engineering, cost estimating, and special shoring in limited residential spaces - Potential replacement of crossings at Hwy. 89 - Services Requested: - CMAR services including project management, collaboration with engineering firms (Ardurra Engineering, Civiltec Engineering, Remal Engineering, JE Fuller), and community relations - Compliance with stormwater pollution prevention and traffic control plans - Notable Requirements: - Experience with large storm drain construction and ADOT highway crossing projects - Ability to maintain community relations during construction - Qualifications-based selection (no price/fee consideration in initial phase) - Federal funding compliance - The District intends to award a single contract to the best-qualified respondent.

Description

The Coconino County Flood Control District is seeking Statements of Qualifications (SOQs) from qualified, licensed firms to provide Construction Manager at Risk (CMAR) services for post-wildfire flood mitigation involving infrastructure improvements along U.S. Highway 89 within the Government Tank Flood Corridor near Flagstaff, AZ. The project includes value engineering, cost estimating, utility coordination and relocations, installation of a large storm drain system, concrete structures, roadside drainage, and possibly guardrail, handrail, paving, fencing, and hydroseeding. The selected CMAR will collaborate with engineering firms and stakeholders to complete design and construction, with work expected to start soon to address flooding before the 2027 monsoon season. The District intends to award one contract to the best-qualified respondent through a qualifications-based selection process.
