Sources Sought: Body-Worn Camera Pilot Program for Suriname Ministry of Justice and Security

This opportunity is a market research and sources sought notice for a body-worn camera (BWC) pilot program for the Suriname Ministry of Justice and Security (MOJS), supported by the U.S. Department of State's INL Bureau. - The pilot program will initially deploy approximately 100 body-worn cameras, with plans to scale up to 1,000 cameras and potentially 1,300-1,500 over 3-5 years. - Cameras must support Full HD (1920x1080) video, 140° field of view, IR night vision, 14-hour battery life, pre-event buffering, GPS tagging, and robust durability (IP65/IP67). - The solution must include a secure, government-controlled, hybrid evidence management system with strict data localization in Suriname, AES-256 encryption, ISO 27001 compliance, and multi-factor authentication. - Services required include procurement, deployment, training for all user levels, local technical support, maintenance, and warranty (minimum 3 years, preferably 5). - The pilot will run for 12 months, with the overall system lifecycle expected to be 5-7 years. - No specific OEMs or brands are mandated; U.S. vendors must be SAM.gov registered and not on the Excluded Parties list. - The opportunity is open to U.S. vendors capable of providing, deploying, and supporting the BWC solution in Suriname, with full technical requirements detailed in the attachments.

SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI) Body-Worn Camera Pilot – Surinamese Ministry of Justice and Security  

The U.S. Department of State (DOS) seeks information from qualified and interested U.S. vendors capable of procuring, deploying, and supporting a small-scale body-worn camera (BWC) pilot program for the Suriname Korps Politie Suriname (KPS), under the Suriname Ministry of Justice and Security (MOJS), in accordance with the attached draft Statement of Objectives (SOO).

This is a Sources Sought Notice/RFI only, issued solely for market research and acquisition planning purposes in accordance with FAR 15.201(e). This notice does not constitute a solicitation, and no contract award will result directly from this notice. The U.S. Government will not reimburse respondents for any costs incurred in responding to this RFI.
