This opportunity involves a sole source procurement by the Office of Naval Intelligence (ONI) for maintenance and support of its Oxford Instruments Aztec/mics/xstream/xmax80 analytical system. - Sole source justification: Only Oxford Instruments, the OEM, can provide required services due to proprietary technology and exclusive rights. - Scope of services: - Annual onsite preventative maintenance visit - Unlimited priority on-site emergency repair visits - Direct factory technical telephone and remote diagnostic support - All replacement parts, components, and labor certified to OEM specifications - Full access to proprietary firmware upgrades and analytical software updates - Emergency response within 48 business hours - No authorized third-party vendors; non-OEM servicing would void system integrity and compromise data accuracy. - Period of performance: - One-year base period (09/26/2026 to 09/25/2027) - Four one-year option periods (potentially through 09/25/2031) - Commercial opportunity is limited to Oxford Instruments due to sole source justification.

Description

The required Oxford Gold Package includes:

  - One (1) scheduled annual preventative maintenance visit

  - Unlimited priority on-site emergency repair visits

  - Direct factory technical telephone/remote diagnostic support

SOLE SOURCE JUSTIFICATION:

This acquisition is conducted under FAR 8.405-6(b)(1) / FAR 13.106-1(b) / 10 U.S.C. 3204(a)(1) (Only One Responsible Source). Oxford Instruments is the sole Original Equipment Manufacturer (OEM) and exclusive developer of the Aztec/mics/xstream/xmax80 analytical system. Oxford Instruments retains all proprietary rights, technical data packages, diagnostic utilities, and firmware required to service this equipment. No authorized third-party vendors exist. Servicing by non-certified personnel would void system integrity, compromise laboratory data accuracy, and impact foreign material exploitation (FME) mission readiness.
