The Central Florida Tourism Oversight District is seeking qualified contractors for the rehabilitation of Lift Station #46, a critical wastewater infrastructure project. - Government Buyer: - Central Florida Tourism Oversight District (Utilities Services division) - Coordination required with Reedy Creek Energy Services for utility outages and confined space safety - Products and Services Requested: - Replacement of discharge piping and risers - Wet well cleaning, repair, relining, and coating - Removal and replacement of pumps - Replacement of pump discharge connections (base elbows, 90-degree fittings) - Installation of a new diesel-powered emergency pump and controls - Replacement and relocation of check valves, plug valves, and above-grade piping - Installation of fall protection systems and equipment - Demolition of existing infrastructure (electrical, sanitary force main, potable water) - Construction of new access driveway, curb cut, and pavement/curb repairs - Removal and replacement of affected curb and gutter - Site re-grading and raising of lift station area - Replacement/modification of SCADA system and installation of new telemetry system for 24/7 monitoring - Replacement or modification of instrumentation and appurtenances (controls, floats, flow meters, level measurement, air release valves) - Submission of a Project Specific Safety Plan (PSSP) and compliance with OSHA confined space entry standards - Unique/Notable Requirements: - Contractors must hold an Underground Utility & Excavation License or a General Contractor's License - Demonstrated experience with similar lift station rehabilitation projects required - Strict safety, insurance, and permitting standards, including confined space entry compliance and site-specific safety planning - Compliance with local, state, and federal regulations - Liquidated damages for delays; award to lowest responsive and responsible bidder, but District reserves right to act in its best interest - Work hours generally 7:00 AM to 4:00 PM, Monday through Friday, with possible third shift tie-ins - No specific OEMs or vendors are named; bidders may propose suitable equipment and systems for pumps, SCADA, telemetry, and safety systems
Description
This solicitation is for the rehabilitation of Lift Station #46, including replacement and repair of discharge piping, wet well rehabilitation, pump replacement, installation of emergency pumping systems, valve and piping replacement, fall protection installation, demolition of existing infrastructure, site access construction, curb and gutter replacement, site grading, SCADA system modification, telemetry installation, and instrumentation updates. The project requires an Underground Utility & Excavation License or General Contractor's License. The contract duration is approximately 270 days with liquidated damages of $2,667 per day for delays past substantial completion.
