The City of Santa Barbara is seeking a qualified consultant team with at least 10 years of relevant experience in marine biology, marine ecology, plankton ecology, or related disciplines to conduct a raw water quality study for the Charles E. Meyer Desalination Plant. The team should have recent experience completing similar projects and be capable of communicating technical information to both technical and non-technical audiences. The scope includes marine biological and phytoplankton monitoring, data analysis, and interpretation. Proposals must be submitted electronically by October 1, 2026, and late or incomplete submissions will not be accepted.
