Description
This is not a solicitation for a Request for Proposal (RFP) or a commitment, implied or otherwise, that Customs and Border Protection (CBP), Office of Professional Responsibility (OPR), will take procurement action in this matter. No reimbursement will be made for any costs associated with providing information in response to this posting. The purpose of this notification is to inform industry of the Government's intent and to gain knowledge of other potentially qualified sources.
The CBP Office of Professional Responsibility (OPR) intends to issue a sole-source, Firm-Fixed-Price Purchase Order to OPSEC SECURITY INC, located at 1857 COLONIAL VILLAGE LN, LANCASTER, PA 17601-6702; UEI Y1KQH3MMQPW5. This action falls under the authority of Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR 6.103-1[1] , "Only one responsible source and no other supplies or services will satisfy agency requirements."
The applicable NAICS code is 326130, Laminated Plastics Plate, Sheet (Except Packaging), And Shape Manufacturing, with a Product Service Code (PSC) of 9330, Plastics Fabricated Materials.
Brief Description of the Acquisition Requirement:
The Government requires high-security holographic overlay laminate for credentials. Every credential issued consists of two (2) pouches: Pouch A and Pouch B. Pouch A is constructed of a see-through holographic security laminate specially designed to CBP/DHS credential dimensions and contains DHS- specific holograms embedded with a DHS seal inlay. Pouch B is constructed of see-through holographic security laminate specially designed to CBP/DHS credential dimensions and contains DHS official seals and acronyms. The required pouches are highly unique, proprietary, high-security, holographic overlay laminate pouch sets. OPSEC SECURITY, INC. holds the design plates and is the sole manufacturer of this one-of-a-kind type of DHS/CBP laminate. OPSEC SECURITY, INC. is the sole manufacturer, seller, and distributor of this DHS-specific high security laminate. No authorized resellers exist, and no other products meet operational needs, security, or compatibility requirements. All DHS credentials must be 100% consistent in size, design, embedded security features, and technical specifications in order to maintain positive identity identification and authority authentication of the DHS credential bearer. There can be no differentiation in the visual appearance or feel of these credentials. Plastic without the DHS high-security features is not an acceptable substitute and will not be considered.
Submission Information:
There are no solicitation documents available. However, a responsible source that believes it can meet the Government's requirement for this specific high-security holographic laminate may submit a complete technical package providing clear and convincing evidence of their capabilities. The response must demonstrate the ability to provide high security holographic laminate that is 100% compatible with CBP’s current high security holographic laminate for credentials and must be accompanied by a statement confirming the offeror's willingness to provide a full performance guarantee for the fit, form, and function of the items without access to OPSEC’s proprietary data. CBP credentials are 100% consistent with DHS and all component agency credentials.
All information furnished shall be in writing and must contain sufficient detail to allow the Government to make a determination of the offeror's capabilities.
