The City of Fountain Valley is seeking proposals for Surge Basic Life Support (BLS) Ambulance Transport Services to supplement the Fountain Valley Fire Department (FVFD) during periods of peak demand and emergencies. - Government Buyer: - City of Fountain Valley - Fountain Valley Fire Department (FVFD) - Purchasing Office, Amanda Penaloza (Management Analyst / Purchasing Officer) - Services Requested: - Surge Basic Life Support (BLS) Ambulance Transport Services - On-demand BLS ambulance transport within city limits and to designated hospitals - Staffed by two California-certified EMTs per ambulance - Strict adherence to BLS protocols; no Advanced Life Support (ALS) or Critical Care Transport authorized - FVFD retains ALS first-response care and may accompany patients during transport - Unique Requirements: - Strict insurance provisions (general liability, automobile, umbrella/excess, workers compensation, medical professional liability/EMS malpractice, cyber liability) - Performance standards: response time, clinical quality, customer complaint rate, documentation timeliness, equipment readiness, activation acknowledgment - Compliance with nondiscrimination policies - Contractor operates only under FVFD dispatch authority; no self-deployment - Compensation models include hourly active-time rates or alternative pricing - No specific OEMs or vendors are named in the solicitation - Procurement managed electronically via PlanetBids - Contract term: three years, with up to two optional one-year extensions (maximum five years)

Description

The City of Fountain Valley is seeking proposals for Surge Basic Life Support (BLS) Ambulance Service to provide supplemental BLS ambulance transport support when activated by the Fountain Valley Fire Department (FVFD). This service is limited exclusively to BLS-level ambulance transport; FVFD will continue to provide Advanced Life Support (ALS) first-response care. The contract is anticipated to have an initial term of three years with up to two optional one-year extensions, for a maximum of five years. Proposals must be submitted electronically via PlanetBids by October 1, 2026, at 4:00 p.m. PST.
