The Riverside Community College District (RCCD) is seeking qualified consultants to provide as-needed administration services for the Measure CC Community Workforce and Student Opportunity Agreement (CWSOA). The scope includes supporting RCCD in implementing and enforcing workforce, local/targeted-hire, and student-participation requirements across its capital construction program. Services involve contractor outreach and training, compliance support, coordination with unions and community organizations, payroll monitoring, apprenticeship compliance, labor issue resolution, reporting, audit support, and program improvement recommendations.
